Hasn't worked for me either and as on now still does not work.
Maybe they have decided to take it down? It isn't very accurate however it is a very useful tool.

Is the Overture keyword suggestion tool not working, its been say currently unavailable for about 18 hours for me.

I recommend that no one EVER use Overture's suggestion tool. Doing so is the quickest way to overpay for a domain(s) and end up in the poor house.
Actually the tool is useful but the numbers are way off base. I use it to find out if anyone is searching for a specific keyword.If they say 100,000 searches I know it gets searched for a lot however I don't think the actual number is anywehre near the 100k.
