A similar system to the COM/NET/ORG operates on expiring UK names, and there is NO-ONE who offers a snapback or autoregister facility for UK.
Very few people know about UK expiring names - I am one of those people, but need someone to help me set up some kind of site like SnapNames.

There are several people chasing .uk expiries. Commerce Internet are especially good at this (their tag is CI).

No idea. They're not a snapnames clone, they only seem to chase for themselves - and with a very good hit rate (certainly on 3 letter .co.uk's).

Will Commerce Internet take orders?
No idea, although i guess everything has its price.
SnapNames did try to partner with foreign registrars to chase some foreign tld expires. For example, they tried something in Canada if I recall ..
However, (moles reasoning aside) .coms are the only real tlds which have huge expiration interest. Further, most countries would make it very difficult for someone to snap a expired domain from an existing holder ... the free for all of .com registrations doesn't extend to very tld
