It seems that they havent been enforcing it for the past 2-3 months which is why I am wondering if its still enforced. I always report them.
It's still enforced and we do close them, when there is no domain in the title.
it's just that so many members still do it, that it may seem like we are not monitoring it. and some may also slip thru the cracks.
however, we do appreciate you reporting them.

It's sad when people don't read the sticky rules for the sub-forum; some of which are in bright red (or green)!
i've probably closed at least 2 >5 threads per day, just because there was no domain in the title.
