Can users create polls? If so, how?

If I cannot create it, then could you please create a poll for the Expiring Domains forum:

Would be an interesting poll to see the results of. I wonder why we can't create polls anymore?

Poll creation has been restricted to admins and mods. You may submit your proposal to any of the mods and we'll take a look at it.
