As per eBay's policy:

For buyers:

You can only bid if you really intend to buy the item, even if you’re making a non-binding bid.
Non-binding bids can only be made on certain items, like real estate and vehicles, but they still mean that you are seriously interested in buying the item. The bottom line is, don’t place any bid unless you mean it.
For sellers:

If someone is still offering a domain for sale AFTER the auction is done and there was a winning bidder - they are in violation of eBay's policies. Feel free to report them to eBay.

If the posts violate this forums rules, report them and management will look into it.

Unfortunately we cannot police eBay in regards to shill bidding etc. but the good news is that 99% of the people are smart enough to notice something is off when there is a ridiculously high price on a domain with one bidder with no other bids and zero feedback.
