Looks like a duplicate of the reply box at the bottom - unless it has other features yet to be explained I tend to agree, unnecessary.

Please let me know how to get rid of that thing, it makes it so I have to scroll to read every thread.

To add a little extra reason to drop it, it also makes me scroll down away from the top of the page ads!

So now when we read a thread we have to scroll back up to the top of it to make a post - what's the point in that?
