Here are my ideas:

A.) A sex offender website where you can track sex offenders in your area. Additionally, the website could provide a map with dots of all of the sex offenders in your area (if feasible). This sector is great for adsense.

B.) What about a website where you have to find missing children or some type of criminal. Every week or so, you provide information regarding a specific individual. If "YOU find" this individual a prize would be awarded to that person who finds out and notifies the authorities. I am sure a corporation would love to sponsor such an activity.
