It's not really standard practice, but in fact the trade agreements between EU and US says they should charge VAT.. or rather, add the amount the VAT would be in the buyers country.
This is because US companies shouldn't have an unfair price advantage against their EU competitors, on the EU market.
But in practice almost noone does this.

And.. VAT should NOT be debited if the buyer is a company!
