I've lived in Manhattan for the past 7 years and have never worn a seat belt in a cab. I highly encourage others to do the same because there are never any cab accidents in the city, so the chances of getting hurt in the back seat aren't worth wasting your time and effort.
This is especially true if you are just driving a short distance.
