So if you were a high budget advertiser, and you just came across this story today, you would up your daily ad budget?

If I just found out the oil lube shop up the street was mixing sand in the oil, I would take a break from using the company's services until I could get a handle on the truth of the situation (find out if my account has been affected, etc.). The next step would be to use an alternative service provider until then (aka AdWords). If one group was manipulating the ad system, chances are other parties are still doing it at least on a smaller scale.
