I am from Ukraine and I was looking for city portal script long time and finally decided to order development. This isn't cheap though good domain need good script (and I have one really good and clear GEO). This is my opinion.
I looking for a new ideas here in the thread.
For those who interested in script I can suggest link that not mentioned here on two pages. It's name is CityDNK. I guess it is Russian developers but site has English version.

There are three more examples using this script, but I need to search my mail to find out - just post if someone need.
I don't know whether they sell it. I think they can install it for you. And I do not know prices, but no doubt it's not cheap.
I know city portals are very good source of income for their owners, but need much hard work and many people involved. Income is really good as seen from two Russia leaders: e1.ru and ngs.ru.
By the way, does anybody have specification (terms of reference) to order city portal to web-design studio? Will be very appreciated.
