| Hey "CMS is hard to tweak" God then those fellows don't know how to code I guess. CMS are built in a way that easy to tweak and fast development.
Bro use Joomla or Drupal for the development. Very easy and fast. If you code from scratch use PHPCAKE frame work. Could develop sites in days.
But a site you are making could be built using Wordpress also.
Don't think hard, Think little first. Take a CMS and try to get to basics like loggin and stuff.. Follow up adding components and finally you can build a nice site..
