If you look long enough and hard enough you may find a company that will provide an XML PPC feed, but you will not get a "premium" provider without the ability for them to monitor and have absolute control over the display.
Virtually every company that has tried that business model went instantly out of business due to click fraud. If you find a company that provides that service, they will probably pay less than a penny a click, and even then, you'll be lucky if they pay you at all.
