A browser cookie is the easiest way.

It's not full-proof though, since some users clear cookies after each session - they would likely get shown the TOS numerous times.

But a bigger problem is ... since your service will allow unregistered users, it's highly possible that more than one person could be sharing the same computer, in which case only the first person would see your TOS and the other unregistered users using the same computer, such as a spouse, brother, etc wouldn't.

IMHO, a better approach is a simple disclaimer notice somewhere on the page(s) with a link to the detailed TOS - that's how many sites do it.

Though, if your site is simply a run-of-the-mill website, a detailed TOS is likely overkill and not worth the effort; having one might even be worse than none at all.
