Ruby on Rails is nice if you are making a site that does not have a need for flexibility, however you have to remember it is just a framework. The problem with frameworks is they don't adjust to certain situations well. It really depends on the project you are doing. Hosting hasn't been perfected for it yet as well btw, a lot of hosting companies offer it but they don't have any clue on how to set it up properly.
