Hotel.asia - sold for $10 or Reserved name?

I did a search on the .asia whois for hotel.asia and the results stated:
"The domain hotel.asia is a Governmental Reserved Name and is available for registration only by eligible applicants."

There was no record of an registrant. Would a "eligible applicant sell the domain for $10?
