TM issues will only apply if there is a registered trademark in Hindi, any registered mark in English will have no relevence as there is no visual similarity.

Yes, this issue of who is going to be using computers is the key. If it essentially does grow much beyond the educated outsourcers, then English will dominate a very tiny internet. The Indian government has ambitions to grow the current internet to cover as a much larger proportion of the population. Most of these people are not fluent in English, so the alternatives are to bring the internet to them all in their own languages or to force them on mass to learn English in a very short time frame. They have concluded that the latter is not realistic. This is why there huge support for localisation of computer applications. Microsoft are already well down this road. I don't think they would go there purely on the whim of the Indian Government. I think they would need to be convinced that the market was there!
