I think the person most responsible for 911 other than Bin Laden is Bill Clinton himself. Him, the CIA and FBI were fully aware of the Al Qaeda threat, ignoring repeated warnings by the NBI in the Phillippines that Al Qaeda was planning hijacking planes and flying them into Federal Buildings. He knew they were training in Afganistantan, Knew Bin Laden's location and did NOTHING about it...
