Well, I work in small local telecomunication company and this sounds for me like nonsense. There is agreement between telecoms about call prices, list with area codes and if company charge clients $2425 per minute without alarming about tariff
before connection that is company fault and cannot be redirected to any foreign company.
Look like $2.425 per minute is more realistic tariff for call to Dominican Republic
