Every creator of such sites surely know what they must do to get around any blocks.
ALL CHILD PORNOGRAPHY SITES ARE ILLEGAL AND THE VIEWING OF/POSSESSION OF IS A CRIME - yet those that enjoy this taboo know how and where to find it with all the sophisticated blocks you can think of.
