Reciprocal linking should only be done sparingly and with sites that are on a closely related topic and that aren't spammy.
It's better not to link to them from the footer, especially a site-wide footer.
Make a couple of "resources pages". Make them useful to visitors. Don't make all the links on the links pages reciprocal. Internally link to the links page from just a couple of sub-pages, not every page on the site.
