You could try holding your own unofficial amateur-miss america contest, whereby a user uploads a photo and maybe a 100 word text about them, and you have an unofficial vote. Sort of like a picture rating site but more specific.
You could also have a section on beauty/health etc, cosmetics, less directly related to the Miss America contest, but still focusing on topics of interest to potential visitors. (simply voting for pictures of them would appeal to mainly a male demographic, whereas it might be wise to include things directed at females to broaden your audience).
