There is a fine line and some libraries won't put any censorship on their computers. Most parental control programs will block out many non-pornographic sites that can be used for legitimate research.
What if a student is doing a report on breast cancer? Or testicular cancer?
Or even a simple report on the reproductive system.
Sure, many TLDs can be left open (.edu etc..) but there are many other sites that would be flagged as pornographic even though it is educational.
(Just explaining why some libraries won't block some sites).
As for the OP - yeah, it's really stupid - almost as stupid as the guy (near me) who brought his PC to CompUSA to have some work done on it and they found a ton of child pron on it.
I guess stupid criminals allow investigators to get a lot of research done.
