I don't beleive it's really possible, in todays international environment, to securely verify all people. How to verify people from a many countries around the world, in a way that isn't just symbolic, but that actually means something..? And even so, what does it help if a scammer uses his real identity, but is in a country where he can't be touched? Many countries don't have law enforcement that is effective for this kind of thing.

As to the age thing.... I have to agree with those saying that if a minor can't legally sign a contract, how can he then legally buy and sell domains for thousands of dollars? I understand that some may be frustrated about this, and many (most) teeenagers are trustworthy, but if something happens (not necessarily anything illegal), you may get away with it since you are minors, while the one dealing with you may lose, since the contract isn't legally binding.
