| Provided that the Paypal account he's using is his then the Paypal Dispute Resolution does not cover intangible items. Therefore Paypal should not refund the money.
When you respond to the dispute with tracking informtion input that the item was an "intangible item" in the field requested and put the full informtion in the 'other' box.
Then I suggest everyone who has been scammed club together and email Paypal on behalf of all your accounts and alert them to this individual and request that they take immediate action against this individual.
