Let's see, they've walked out of every treaty, then re-entered there has been with the nation.
They had a "nuclear test" - it was inconclusive if it really was a test or not - US government said it was not (reduce panic?).
They test fire missiles directly over Japan (probably #3 on their list of countries they don't like - behind South Korea and the US).
Reports have it that they routinely attack South Korean fishing vessels.
They conduct another "nuclear test".
They call any action that is not pro-North Korea an "act of war".
There missiles can now reach the west coast of the USA and a lot of Alaska - they could easily fit these with WMD warheads.
If they're not a threat they're doing everything they possibly can to make themselves look like a real threat - to the point that China is actually backing away from NK.
