Unfortunately, it's a (borderline) B2B unsolicited proposal and not spam. However, they should comply with your request to opt-out and not be bothered again.

Years ago I was using Dopa for my chinese traffic. PPC was horrible (they were third tier, using other systems, skimming off from them).

After pitiful PPC but excessive emails and spam I dropped them.

Anything from them now ends up in junk/spam folder.

They did nothing to remove my emails after complaints. I did not ask to be included in their mailing list, which they compiled by skimming WHOIS queries.

DOPA continues to spam, then when I write about it they send apologetic messages. Don't these idiots get a clue?

Perhaps this is a good sign that they like your portfolio :)
I used to get one or two from them in the past, since then nothing. The anti-spam may be improving :)

Sadly, there is hardly a PPC company that hasn't spammed domainers at some point.
