The Chinese have already taken a large stake in sub-Sahara Africa, in a way all but colonising. By doing this they have succeeded in insuring supplies of raw materials to their national economy. It would now seem that Vietnam is going along the same route. Here it is interesting especially about the possibility that has been pointed out about rice production. By concentrating the arable fertility of the Angolan river lands to rice production engineered by Vietnamese engineers would insure an important but external supply of the staple food from outside of Vietnam. Other areas of development such as mineral extraction would again confer supplies of such raw materials to Vietnam.
