and they are offer 3.99 domains registrations.
so whats the catch?

Maybe they whack you if you want to transfer away.
I don't know, a quick scan of their terms, I don't see anything that catches my eye...

One Year Domain Registration ($3.99 Total)
Two Year Domain Registration ($12.98 Total)
Three Year Domain Registration ($21.97 Total)

It's because they want you to sign up for hosting on each name.

I remember looking at it. And, thinking it was more work then it was worth.

That means 1 year u pay 3.99 , but from second year its $8 Thats what . so it is 3.99 if uwant to keep the domain for just one year...
