Bump or no bump? 864 hours later

If someone could kindly explain something to me...would be greatly appreciated.

What is the point of waiting 24 hours / 48 hours before being able to repost on a thread? Is it so you cannot bump ?

I agree with this rule. Although i do believe once that time passes, you should be allowed to make a post requesting possibly more offers etc. Although bin reductions of 10% are necessary, i think if you implement a rule such as the one above about having to wait 24 or 48 hours. It must be so you cannot bump.

The way i understand this rule is that after 24/48 hours (it's different every time) you are allowed to make a post.

Anyways both rules are great. No bumping. It makes sense. But when i make a post and wait 36 days (864 hours) to post again. I think i am entitled to say "Accepting more offers on this domain again" ...considering i did not make a post in over a month. How is this bumping? So..my thread is closed and now i have to create a NEW thread. Makes sense...that stopped bumping??

The point of bumping is to reduce spam...but making another post over a month later is now bumping too? Come on!!
