Bumping posts

I am only able to bump a post when reducing the BIN by 10% every 48 hours. I believe is used to be 24 hours, but it was recently changed. I'm not talking about the "rule" im talking about actually being able to bump the thread. When I have tried after 24 hours I receive a message stating I can only bump the thread every 48 hours. Recently I have seen some people bumping posts after 24 hours. Can you please clarify?

Every 48hours is too long! Especially for external auction reminders!
