With regards to domains, I reckon you're free to lease whatever you want. Afaik this is an issued yet untouched by the sticky fingers of government regulators and lawmakers.

Some Austrian company started leasing domains recently - I posted a brief note on it earlier here somewhere.

if you are the owner, then you can set your own usage agreements and fee's.

i leased a domain once and they paid on a monthly basis, until they bought it outright.


if you are not the domain owner and want to lease it from the current owner, then you are at their mercy.

you will only increase the value of "their" property if you plan to develop the domain into a viable website. :)
