domain ownership transfer question

I contacted a guy about his domain and its registered at verisign. I made a thread before, and someone said that he should trandfer it over to a new register first. How does he do that, and does it cost anything? Does he have to sign up for an account at godaddy?

YOU should go to the new register and request the transfer. Ask the current owner to approve the transfers when he is e-mailed by the regsitrars.
