A lot of clipart/stock photo sites have sections with free images. They usually offer them as samples but they allow you to use them as you see fit and they are often high quality.

i think you can try istock as well.

Istockphoto used to offer a weekly free photo, but I haven't checked lately. For royalty free stock photos, it's a really inexpensive option too.
