I am buying a domain from someone and its registered through verisign(network solutions). The owner says their is a way to transfer ownership for an extra 3$ done online. Ever here of this and is it possible? I thought they were the worst company to deal with and requires paper transfers.

Easiest way is to transfer it out of Network Solutions entirely. It can be fast, too (just did a transaction with someone, and it was at OpenSRS in under 24 hours).

yes, just transfer it out.
You just pay one year renewal fee.
