Help sign up non-US account at Paypal

I know that I should ask Paypal directly for this question, but it would take days or weeks to get the answer from them.

So, it would be easy to ask from you guys who are from outside the U.S. and already signed up with Paypal.

My client is from Malaysia and he wants to sell CDs to customers worldwide. He wants to use Paypal to collect money.

1. What is the requirement to sign up a business account from Malaysia?
2. He also need Paypal debit card so that he can withdraw money directly from ATM in Malaysia. Does he need a bank account in the U.S. to be able to do such things?

Any advice is welcome.

It seems like he can sign up for a business account but can't withdraw funds to his local bank. If he has a US bank account, then he can withdraw funds to that account.

Yeah, Check only...would take 1-2 weeks

And 1 thing.Check from US would be charge a US$10 fee for check clearance in Malaysia.
