Help with design issue

OK I just acquired a domain I have been watching for a while. I want to make it a modding site where people can post and share how to mod every aspect of anything to do with computers. What would be a good script to look at that would allow this? I already have hosting in place and really looking to make this site easy to use and stand out.

Joomla with "submit" extension such as "Ja Submit"?
