How does archive.org manage it?

How does http://web.archive.org/web/ or archive.org in general manage to host so much data? Is there a company behind them? How do they make their money!

I believe the government runs it for the purpose of checking on illegal sites and who owned them, or just to record the progress of the evolution of technology and how websites constantly evolve...

No this is a private non profit venture created by the founders of Alexa. It receives contributions from a number of large companies.
