Implement 'Associated Discussion Thread' With Resources As Well As 'Updates'

It'd be nice if resources had an associated discussion thread so that they can be discussed with 'Updates' going into its own tab and also a snippet of them being added as a new post to that thread.

As it stands, there's no way to discuss a resource or add improvements to it for those watching.

The only way anyone can interact is by rating it, which would be unfair to the author as to why its rated low.
