are all the ip addresses stored somewhere, and then given out and if so- if something happened to where this infomation is held- say a bomb hit the place- would the internet basically be wiped out as we know it?
or it doesnt work like that, you cant just wipe out all the numbers

IP addreesses are referenced in DNS, which as you know is situated in a number of "root" servers but effectively distributed across the internet

There are several regional (America, Europe, Asia) organizations that handle the distribution and assignment of IP addresses. For North America it's http://www.arin.net/index.shtml . I am sure they have backups of their data in many different places.

As for translation Domains into IP addresses, there are 13 different root servers this hold this information which then in turn feed from the registries nameservers: http://www.root-servers.org/
