registrar hosting plans

this question is for a client of mine, as I have my own servers.

Does anyone know which registrar offers the best hosting plan (template based)?
it must be a regitrar not a host.

Godaddy seems interesting with website tonight, anyone have experience with this?
the client is looking for a relatively cheap and as good as possible for the price small hosting plan.

any info is appreciated.
