25% of $0.25 ICANN fee?!

WWD resellers know that except the wholesale price they also pay 25% share above that price. Since $0.25 per domain registration year ICANN fee was introduced the 25% share between wholesale and retail price now includes that fee. This is 25% of $0.25 = $0.0625 per domain registration year. Money is taken out of the resellers' pockets and it goes to WWD and not to ICANN. Actually, may we say that since ICANN fee was introduced WWD have increased the wholesale prices that they sell to their resellers?
