60 days for transfer

Hi.
I am trying to transfer a domain name from directnic to another registrar, and it didn't let me, the domain name was registered 1 month ago, and it must be 2 months old to transfer,
it is the same in all registrars?
if so, is there another way I can buy a domain name and immediately transfer it to someone else?

You can transfer between accounts with the same registrar immediately, but between registrar and registrar you cannot get around the 60 days.

Setup an account for the buyer and push the name to their new account.
