A Simple Domain Transfer Question - Please Help Me People

Has anyone here ever transferred a domain from Registrar A to Registrar B, and yet have the domain expiration date remain the same once the transfer has completed, despite paying for a 1 year transfer fee at Registrar B?

I have transferred thousands of domains over the years, and the only place this has happened to me is at Moniker.com, and only over the last 1.5 years. I'm being told by Moniker support that this is a common Verisign problem, and that they usually will credit the transfer-out registrar for the lost year. However in 9 years of domaining, I have never once dealt with this scenario outside of Moniker, and I have probably used almost every commonly known registrar in the land.

Mods, please don't move this thread to the Moniker section, as no one will find it there to help me solve this great riddle.
