ccTLDs without ownership restrictions

I'm trying to figure out which ccTLDs can be owned by anyone.
Here's what I know, please add more ccTLDs if you can:

No restrictions at all
.uk , .es , .cc , .co.il , .dk , .mx , .at , .be , .nl , .pl

Restricted, but low enforcement
.de , .us

.TL goto to www.nic.tl, ohh, thats right, the registry has been BROKEN FOR WEEKS and you can't manage or renew your domains. Silly me...

even if we sell them unrestricted, they are restricted.
For example in .NL or .DE we provide local presence. The same for .IT, you should be normally in Italy or have a Company in Europe.

There is .ua but it takes alot of work prior to being able and register a .ua
(Must have a ukraine corporation,TM checks etc..so even most native ukraines reg .com.ua)

IMO it is safe to say the .com.ua is the most popular TLD for ukraine.

I'm pretty sure there are no restrictions on .fm and .tc

For .jp you need a 'presence' in Japan - this can be sorted easily - PM me if you want details.

yes, because eurodns will be in this case the holder of the name.
when you are not able to provide an italian address we will replace it automatic with ours.....
but pls no P/orn or other things near the border....

Sorry i did not clarify what i mean...the Soviet union is no longer existing i meant..yes..you can still reg and keep the .su domains

.cn yes and no.
It is required you have to have a company in China to register a .cn but the rules are loose.
