Commercial drone flying is regulated by the Transport Canada. More and more people are starting businesses in it. It is completely legal here in Canada as long as you've filled for what Transport Canada calls a SFOC. We are ahead of the United States in terms of regulations. However you are required to have at least $1,000.000 in liability insurance for your drone (UAV).

The domains says it all and would be great for an insurance company dealing with drones!
