No, You can not transfer license plates like domains. These are handled purely by the states and cities in which they are issued. At least in all but I think 2 states. Domainers would have LONG been on this if they were transferable widely. I wonder if you have to reside in that state to get one?

In North Carolina, the state already offers over 77 individual license plate designs for sale with more coming soon. These cost at least $50 per year to renew.
