Help! Transfer of .cn domains

I am now trying to transfer a .cn domain from a registrar in china to a registrar in usa. But there seems a restriction as descripted at godaddy:

Restrictions on Transfer of cnTLD Domain Names

You understand that you may not transfer to or from a domain registrar that is headquartered or controlled by an entity located inside China .

Does anyone here have such experience? is there any way to avoid this? Thank you!
