HELP:: vBulleting help needed

Does anyone know why I am getting this error when trying to instal vBulletin? The version is 3.6.7 I can't find anything meaningful on the web about it. Any help will be must appreciated.

i had a similar error before with an older version.
if you havnt done so i would redownload the vbulletin package. i remember this fixed the similar problem i had.
