I collect links into a database, have a program that sorts them by topic and ranks them in a preliminary manner automatically, and then I spend a number of hours refining the ranking within page manually. In some respects these geo portals are "collections of links", but there is value added by my manual work and ranking. It is pretty labor intensive but satisfying in an odd sort of way.

My development skills are uneven. Good in some respects and poor in others. I think the answer to your question about "templates" is basically no. The pages are not really templates per se, but rather created individually.
Someone buying the site could either (1) keep it pretty much the way it is, (2) modify the home page relatively easily however they wish (keeping the logo and links.. which is what folks did when they bought Physician.info and Minnesota.info), or (3) redo pretty much the entire site with new content on the 150+ sub-pages as well as the home page. #2 would be more work than #1 and #3 would be considerably more work than #2.
